LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 20, 2005

TO:
Honorable Anna Mowery, Chair, House Committee on Land & Resource Management

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2621 by Eiland (Relating to the power of certain coastal municipalities to impose assessments to pay for improvement projects, services, or special events.), As Introduced

No fiscal implication to the State is anticipated.

The bill would provide to a home-rule municipality that borders the Gulf of Mexico, has a population of less than 60,000, and has a park board established under statute for municipalities with a population of more than 40,000, assessment powers and duties related to improvement projects, services, or special events. Based on the 2000 federal census and geographic location, the bill would apply to the City of Galveston.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
