LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

May 26, 2005

TO:
Honorable Tom Craddick, Speaker of the House, House of Representatives

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2694 by Anchia (Relating to the eligibility of certain counties to use the competitive proposal procedure for certain purchases. ), As Passed 2nd House

No fiscal implication to the State is anticipated.

The bill would change from 2.4 million to 1 million the minimum population size of a county that would be eligible to use the competitive proposal procedure for certain purchases.

Under current statute, the population applies only to Harris County. By lowering the population requirement, the statute would also apply to Bexar, Dallas, and Tarrant counties.

Local Government Impact

The fiscal impact would vary by county, but it is anticipated the counties would realize a savings in making the applicable purchases.
