No fiscal implication to the State is anticipated.

The bill would authorize a county to give preference to a bidder whose bid is within 5 percent of the lowest bid if the bidder provides comparable health insurance coverage to its employees as that provided to the county's employees and requires its subcontractors to provide comparable coverage as well. The bill would allow a county to reject all bids. The bill would take effect September 1, 2005 and would apply only to a contract awarded on or after that date.
