Honorable David Swinford, Chair, House Committee on State Affairs
FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board
IN RE:
HB2699 by Swinford (Relating to the Department of Information Resources.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill provides the option for Department of Information Resources (DIR) to utilize extra capacity on a high-speed fiber optic network created by a consortia of institutions of higher education. The bill provides that DIR could acquire these telecommunications services without a competitive bidding process for such services. If DIR acquires these services from a consortia funded with state appropriations then no fiscal impact to the state would be anticipated.
The bill authorizes DIR to contract for use of the consolidated telecommunications system with a private business that serves a state agency through a contract for services in instances where the use of the consolidated telecommunications system results in cost savings to the state.
Through the repealer in Section 8, the bill continues to permit licensing entities to increase the occupational license issuance or renewal fees up to $5 for an annual license or $10 for a biennial license.
Local Government Impact
No fiscal implication to units of local government is anticipated.
