LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 27, 2005

TO:
Honorable Mary Denny, Chair, House Committee on Elections

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2721 by Gattis (Relating to the eligibility to vote in special utility district elections.), As Introduced

No fiscal implication to the State is anticipated.

Local Government Impact

Fort Bend and Randall counties reported that implementing the provisions of the bill would have no significant fiscal impact to their county budgets.

Victoria County reported that fiscal implications cannot be deduced for their county without a definition of “user of district facilities.” An overly broad definition could result in a large increase of new voters in a district, which would increase the costs of holding district elections.
