No significant fiscal implication to the State is anticipated.

The bill would prohibit a model subdivision rule from requiring a lot purchaser to maintain a financial guarantee to ensure that sufficient funds are available for the installation of water and sewer service for longer than a three-year period if there is no dwelling on the lot. The bill would not have a significant impact of the Texas Water Development Board.
