No significant fiscal implication to the State is anticipated.

The bill would require the Texas Workforce Commission (TWC) to implement a pilot of individual development accounts for recipients of Temporary Assistance for Needy Families (TANF) who are employed by the public or private sector. The bill would require TWC to encourage private employers, community groups, and financial institutions to match recipients' deposits in individual development accounts. It is assumed that the administrative costs for the pilot could be absorbed within existing resources and that funds other than state funds could be used to match recipients' deposits in individual development accounts. There could be a cost if state funds were used as match.

Individual development account contributions or balances would not be considered in determining eligibility for financial assistance. The bill would authorize the Health and Human Services Commission to limit the amount of money that would not be considered for eligibility determinations.
