No fiscal implication to the State is anticipated.

The bill would amend Chapter 74 of the Government Code to provide that the Chief Justice of the Supreme Court, rather than the Governor, appoints the presiding judges of the nine administrative judicial regions.  The bill would also amend Chapter 815 of the Government Code relating to appointment provisions for three Employees Retirement System trustee positions.  The bill would provide for two appointments by the Governor and one by the Speaker of the House of Representatives.  The Chief Justice of the Supreme Court would no longer have an appointee on the Board of Trustees. 
 
The bill would not effect the term of persons appointed under those chapters prior to the effective date of the bill.  The bill would take effect September 1, 2005. 

Local Government Impact

No fiscal implication to units of local government is anticipated.
