No fiscal implication to the State is anticipated.

The bill would authorize the commissioners court of certain counties to create a civil service system that would apply only to the employees of the county's sheriff's department. The bill would establish the procedures for establishing and for dissolution of the system, which could include an election.

The bill would take effect September 1, 2005.

Local Government Impact

If a county commissioners court were to hold an election to establish (or later dissolve) a civil service system for the sheriff's department, the county would incur election costs. Based on information reported by various local government entities to the Secretary of State in March 2004, the average cost per registered voter for an election is $1.29. The election costs would vary by county. Costs of implementing a civil service system would also vary by county.
