LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 19, 2005

TO:
Honorable Kino Flores, Chair, House Committee on Licensing & Administrative Procedures

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2856 by Uresti (Relating to the repeal of the regulation of career counseling services.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Occupations Code by repealing Chapter 2502 relating to career counseling services. According to the Department of Licensing and Regulation (TDLR), there are an estimated 20 licensed career counselors and currently the agency’s total regulated population is over approximately 200,000 licensees. Based on the analysis of TDLR, it is assumed that duties and responsibilites associated with implementing the provisions of the bill could be covered using existing resources.

The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution; otherwise, the bill would take effect September 1, 2005.

Local Government Impact

No fiscal implication to units of local government is anticipated.
