No significant fiscal implication to the State is anticipated.

The bill would change the performance review approach for evaluating state agencies.  The Legislative Budget Board (LBB) would annually evaluate the effectiveness and efficiency of agency operations using data compiled through a management and workforce scorecard approach.  The Legislature could consider the LBB's performance review and rating during the legislative appropriations process.  A state agency's management and workforce scorecard approach would be a required element in the agency's strategic plan which is approved by the LBB and Governor's Office.  The bill would replace the existing performance system with another.

The management and workforce scorecard approach would rely on indicators to rate an agency's goals and performance.  Each affected state agency would have to publish on its website its scorecard approach and the results from the LBB evaluation.  In addition, the LBB would publish its review of state agencies including the ratings assigned, on its website. 

The bill would require the State Auditor to revise the guidelines related to the workforce plan.  In addition, the bill would require the comptroller, Sunset Advisory Commission, State Auditor, Legislative Budget Board, and any other agency that conducts performance audits to consider the agency's management and workforce scorecard approach. 

The bill establishes a phased-in approach with certain agencies having to develop and publish their management and workforce score card and include it in their strategic plans by by August 31, 2007.  A second group of agencies would have a deadline of December 1, 2007 and the last deadline would be August 31, 2008.  The bill would take effect September 1, 2005.
