LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 7, 2005

TO:
Honorable Robert Talton, Chair, House Committee on Urban Affairs

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2866 by Bailey (Relating to the right of certain municipalities to maintain local control over wages, hours, and other terms of employment of certain municipal employees.), As Introduced

No fiscal implication to the State is anticipated.

The bill would apply to a municipality with a population of 1.5 million or more. According to the 2000 federal census, the population criteria would apply only to the City of Houston.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
