Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

May 6, 2005

TO:
Honorable Kino Flores, Chair, House Committee on Licensing & Administrative Procedures

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2888 by Flores ( relating to licensing examinations for stewards, judges, or reciprocal licensees licensed by the Texas Racing Commission.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Texas Racing Act and Vernon’s Texas Civil Statutes relating to the licensing examination for stewards or judges licensed by the Texas Racing Commission (TRC).

The bill would clarify that the TRC shall require each steward or judge to take and pass an examination annually for stewards and judges related to their authority and duties in addition to passing a medical exam.  The bill would also require the TRC to prescribe methods and procedures for stewards or judges to take the examination in either English or Spanish either orally or in writing.

Based on the analysis of TRC, duties and responsibilities associated with implementing provisions of the bill could be accomplished by utilizing existing resources.

The bill would take effect September 1, 2005.

Local Government Impact

No fiscal implication to units of local government is anticipated.
