LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 28, 2005

TO:
Honorable Dennis Bonnen, Chair, House Committee on Environmental Regulation

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2949 by Geren (Relating to the authority of the Texas Commission on Environmental Quality to issue an emergency order authorizing certain action in the event of a catastrophe.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would authorize the Texas Commission on Environmental Quality to issue an emergency order authorizing the addition, replacement, or repair of facilities and control equipment, and the emissions resulting from these actions following a catastrophe. The revision would include authorization to issue such orders for public works projects needed to rebuild or repair damaged roads, bridges, or other infrastructure destroyed during a catastrophe. The Department of Transportation expects that the bill's passage would reduce down time for completing repairs by providing for quicker responses more rapid repairs after a catastrophe.

No significant costs or savings are anticipated as a result of the bill's passage.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
