April 30, 2005

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB2953 by Kolkhorst (Relating to the identification of public school students through the use of radio frequency identification technology.), As Introduced

No fiscal implication to the State is anticipated.

The bill would not allow a school district to require student use of an identification device that relies on radio frequency identification technology or similar technology.  A school district that permits the voluntary use of this type of identification device shall provide an alternate method for students, if their parents or guardians submit timely written objection.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.

To the extent that districts employ radio frequency identification technology, they would be required to provide an alternate identification device at the request of a student's parent or guardian.
