HB2955 by Hamric (Relating to the operation of a motor vehicle in certain counties.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend Section 502.185 of the Transportation Code, to authorize a county tax assessor-collector or the Texas Department of Transportation (TxDOT) to refuse registration to a vehicle owner who owes a county in Texas money for a fine, fee, or tax that is past due if the owner is a resident of a county with a population of more than 3 million (Harris County).

Based on the analysis of TxDOT, it is assumed any costs associated with implementing the provisions of the bill could be absorbed within existing resources.

The bill would take effect on September 1, 2005.


Local Government Impact

Harris County anticipates implementing provisions of the bill would result in an increase in collections of outstanding fines, fees, and taxes, ranging from $10.5 million to $26.5 million the first year of implementation, with similar improvements each year thereafter.
