No significant fiscal implication to the State is anticipated.

The bill would allow the Texas Commission on Environmental Quality (TCEQ) to revoke certain waste-related permits if the facility has not begun to receive waste on or before the sixth anniversary of permit issuance and the commissioners court of the county in which the facility is located adopts and forwards to the commission a resolution recommending the revocation of the permit. Passage of the bill is not expected to add significant workload to the TCEQ.

Local Government Impact

If the TCEQ would revoke a permit, units of local governments anticipating to use the affected facility may incur cost associated with finding alternate means of disposal.
