No significant fiscal implication to the State is anticipated.

The bill would amend the Occupations Code by requiring the State Board of Dental Examiners (board) to provide dental hygienists with a permit to prescribe and administer fluoride varnish. To obtain a permit, a dental hygienist would be required to meet educational qualifications and provide proof of competency in the administration of fluoride varnish as required by the board.

 

According to the board, rules to regulate the administration of fluoride varnish would require adoption. The board also states that an additional hygienist licensing field in their database would be required to capture the new prescription permit. Based on the board’s analysis, it is assumed that the provisions of the bill could be implemented using existing resources.

 

The bill would take effect September 1, 2005.
