The bill would require the State Board for Educator Certification (SBEC) to limit the categories of certificates issued to classroom teachers to three generalist certificates based on grade span. The bill would allow for additional certificates for classroom teachers for special education, bilingual education, or English as a second language.
The bill would authorize SBEC to issue a provisional certificate valid until the provisional certificate holder receives a standard certificate based on school district recommendation or for a maximum period of one year.
Implementing the three generalist certificates stipulated by the bill would require modifications to certification examinations and standards to align to the grade level designations. One-time costs for modification to certification assessments are estimated at $325,000 in per year in fiscal years 2006 and 2007. One-time technology costs for programming SBEC systems to accommodate the new certificate structure are estimated at $150,000 per year in fiscal years 2006 and 2007.
It is assumed that the cost to modify certification assessments would be offset through a temporary fee surcharge of $2.43 added to the fee assessed for testing based on an assumed 134,000 tests administered annually in 2006-07.
It is assumed that the cost to modify SBEC systems would be offset through a temporary fee surcharge of $1.50 added to the fees assessed for certificates, credential reviews, and certificate renewals.
