LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

May 9, 2005

TO:
Honorable Harvey Hilderbran, Chair, House Committee on Culture, Recreation, & Tourism

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB3024 by Cook, Byron (Relating to the sale of fish collected from certain private property. ), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would provide that an aquaculture license is not required for sale of fish: (1) that are not on the Texas Parks and Wildlife list of exotic fish, shellfish, and aquatic plants; (2) that are collected from a private facility by a person holding an aquaculture license; (3) by the owner of the private facility; (4) to manage the fish population in the private facility; (5) to a person holding and aquaculture license.  Although the bill creates guidelines to determine requirements for aquaculture licenses, the bill, if passed, is not anticipated to have a significant impact on agency workload.

Local Government Impact

No fiscal implication to units of local government is anticipated.
