No significant fiscal implication to the State is anticipated.

The bill would provide that an aquaculture license is not required for sale of fish: (1) that are not on the Texas Parks and Wildlife Department (TPWD) list of exotic fish, shellfish, and aquatic plants; (2) that are collected from a private facility by a person holding an aquaculture license; (3) by the owner of the private facility; (4) to manage the fish population in the private facility; (5) to a person holding and aquaculture license.  The bill would require the owner of a private facility to submit the related invoice to TPWD within 30 days of the sale of fish under bill provisions.  Although the bill creates guidelines to determine requirements for aquaculture licenses and sales of certain fish, the bill, if passed, is not anticipated to have a significant impact on agency workload.
