LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 17, 2005

TO:
Honorable Dennis Bonnen, Chair, House Committee on Environmental Regulation

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB3053 by Homer (Relating to the exemption from the permitting requirements of the Texas Commission on Environmental Quality of certain municipal solid waste management facilities that are used in the transfer of municipal solid waste to a solid waste processing or disposal facility.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would remove the exemption from permitting requirements for a transfer station that is used in the transfer of waste from a grease trap waste or grit trap waste recycling facility. Upon passage of the bill those facilities would be required to obtain a permit as opposed to a registration. Any costs to the Texas Commission on Environmental Quality could be absorbed within the agency's existing budget.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
