No significant fiscal implication to the State is anticipated.

The bill would establish a workgroup to recommend definitions, guidelines, and reporting requirements regarding the management of behavior of residents at certain facilities, including residential child-care institutions as defined by Section 42.002, Human Resources Code. The executive commissioner of the Health and Human Services Commission would appoint six members to the workgroup, made up of representatives of the Department of State Health Services, the Department of Aging and Disability Services, the Department of Family and Protective Services, the Texas Youth Commission, the Texas Juvenile Probation Commission, and the federal protection and advocacy system.
