No significant fiscal implication to the State is anticipated.
The bill would create the First Responder Advisory Council to advise the governor, or the governor's designee, on homeland security issues relevant to first responders, radio interoperability, the integration of statewide exercises for hazards, and the related use of available funding. The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2005.
