No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code and transfer the responsibility for efficiency reviews of state agencies, school districts, interscholastic competition, and state agency records management from the Legislative Budget Board to the Comptroller’s Office. All unexpended and unobligated appropriations, totaling approximately  $5,949,590 each fiscal year in General Revenue, and employees relating to the reviews, totaling approximately 31 FTEs, would be transferred to the Comptroller’s Office.  It is assumed that any costs associated with physically moving staff from the Legislative Budget Board to the Comptroller’s Office could be absorbed within existing state resources.

The bill would take effect on September 1, 2005
