No significant fiscal implication to the State is anticipated.

The bill would amend sections of the Penal Code and Code of Criminal Procedure relating to criminal offenses involving theft and fraud, to the statutes of limitation for those offenses, and to the effect of the commission of those offenses on certain license holders and applicants.  Based on the analysis of the Department of Insurance and the Health and Human Services Commission, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

This bill would take effect September 1, 2005.

No significant fiscal implication to units of local government is anticipated.
