No fiscal implication to the State is anticipated.

The bill would specify that Chapter 143, Local Government Code, would apply only to a municipality that has a population of 10,000 or more according to the most recent federal census updated annually. The bill would take effect immediately if it receives the required two-thirds vote in each house; otherwise, it would take effect September 1, 2005.

Population references in state statute refer to the most recent decennial federal census unless otherwise noted. By changing the population criteria to apply based on the federal census annual estimated updates rather than on the decennial census, more municipalities may become eligible to consider civil service sooner than otherwise if the municipality fits the other eligibility criteria.
