No significant fiscal implication to the State is anticipated.

The bill would extend the deadline by which an owner of a dry cleaning facility can file an option to opt out of participation in the dry cleaning facility release program operated by the Texas Commission on Environmental Quality (TCEQ) and consequently in eligibility for funding out of the Dry Cleaning Facility Release Account No. 5093. The deadline would be extended from January 1, 2004 to January 1, 2006. 

The TCEQ projects that the extension of the filing deadline for opting out of the dry cleaning facility release fund would increase the number of facilities not participating in the program. The agency projects that this would result in a loss of approximately $200,000 per year to the Dry Cleaning Facility Release Account No. 5093. This estimate does not assume that the change would have a significant impact on the current revenue stream to the account of approximately $7.5 million.
