FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

May 9, 2005

TO:
Honorable Dianne White Delisi, Chair, House Committee on Public Health

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB3454 by Naishtat (Relating to requiring hospitals to report the percentage of emergency room patients who are uninsured to the Department of State Health Services. ), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend Section 311.033(a) of the Health and Safety Code to require hospitals to include data on the total number of emergency department visits and the percentage of patients examined or treated in emergency departments who are uninsured in the data that hospitals are required to report to the Department of State Health Services. The Health and Human Services Commission would be required to adopt rules to implement the bill. It is assumed that there would be no significant fiscal impact to the state from implementing the bill.

Local Government Impact

No fiscal implication to units of local government is anticipated.
