LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

May 17, 2005

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HB3468 by Isett (Relating to an intensive reading and language intervention pilot program.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would allow the commissioner of education to establish by rule an intensive reading and language intervention program.  The bill would authorize the Texas Education Agency to set aside up to $6 million to fund the program from funds appropriated for accelerated instruction under Chapter 28.0211, Education Code.

Local Government Impact

To the extent that a program established under the bill redirects funding that would otherwise be granted to a broad range of school districts, there could be a loss of funding in some districts with gains among districts participating in the program.
