No significant fiscal implication to the State is anticipated.

The bill would require that the commissioner of education establish by rule an intensive English language instruction pilot program.  The program must be scientifically-validated, and participating campuses must use the program adopted by the commissioner.  The bill would authorize the Texas Education Agency to set aside up for this new program to $6 million in state and federal funding designated for the Student Success Initiative and the Bilingual Education Allotment and reduce proportionately the funds that would have otherwise been distributed through those programs to school districts.  

Local Government Impact

To the extent that the provisions of the bill would redirect funding that would otherwise be granted to a broad range of school districts, there could be loss of funding in some districts with gains among districts participating in the intensive instruction program established by the bill.
