No fiscal implication to the State is anticipated.

The bill would amend Section 105.009, Family Code, to require in a county with a population of 2 million or more that is adjacent to a county with a population of more than 1 million, that a parent education and family stabilization course must be available in both English and Spanish. Based on the 2000 federal decennial census, the requirement would apply only to Dallas County.

The bill would amend Section 152.0633, Human Resources Code, as it relates to the selection, salary, and responsibilities of the district and county courts administrator in the Dallas County district and county courts. The bill would also add a new subchapter to Chapter 152 to establish the Dallas County Domestic Relations Office. The bill would set forth procedures for establishing, operating, and financing the office. The office would be created on October 1, 2005, which is also the date the bill would take effect.


Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
