No significant fiscal implication to the State is anticipated.
The bill would establish a mandatory steroid testing program for a sample of students participating in postseason University Interscholastic League (UIL) athletic competition.
The bill would take effect immediately upon enactment with the necessary voting majorities or on September 1, 2005, and would apply beginning with the 2005-06 school year.
Local Government Impact
School districts would be required to conduct a steroid testing program for a random sample of students participating in postseason UIL athletic competitions. At the cost of $175 per test, if one student from each school participating in postseason competition is tested prior to each contest, it will cost local school districts approximately $2.0 million annually statewide. If more or less students were required to be tested, the cost would vary accordingly.
