No significant fiscal implication to the State is anticipated.

The bill would require the University Interscholastic League (UIL) to develop an educational program for students engaged in extracurricular athletic activities by September 1, 2005.

The bill would require UIL to commission a survey during the 2005-06 school year to gather data on illegal steroid use among high school students.  UIL would be required to contract with a third party to conduct a study to determine the effectiveness of the educational steroid program and to plan for future implementation of a random mandatory steroid test.  The bill would require this information to be included in a report submitted to the legislature not later than December 1, 2006.

The bill would require the Texas Education Agency in conjunction with the Department of State Health Services to develop informational material on the legal and health ramifications of anabolic steroids and distribute the information to school districts.

Amended sections of the bill require the Commissioner of Education to develop and adopt a safety training program for use by school district personnel involved in student extracurricular activities. 

The bill would take effect immediately upon enactment with the necessary voting majorities or on September 1, 2005.  


Local Government Impact

The UIL estimates the cost to develop, produce, and distribute an educational program to be $65,000 to $75,000 in fiscal year 2006.  Based on the assumption that a sampling of high school students would meet the requirements of the bill, a survey and study, which would be included in the report submitted to the legislature, would be contracted at a cost of approximately $200,000 in fiscal year 2006.

The UIL annual membership fees paid by local school districts would be increased to the amount necessary to offset the cost of the activities under the bill.
