LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

April 13, 2005

TO:
Honorable Jim Keffer, Chair, House Committee on Ways & Means

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HJR3 by Pitts (Relating to proposing a constitutional amendment authorizing the operation of video lottery games on behalf of the state by persons licensed to conduct wagering on horse or greyhound races and by recognized Indian tribes and prohibiting the operation of other gambling devices.), As Introduced

No fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $66,497.

The resolution would propose a constitutional amendment to Article III of the Texas Constitution to allow the Legislature to authorize video lottery games at Texas racetracks and on Indian tribal lands and prohibit the operation of any other gambling devices, including so-called "8-liners."

The proposed amendment by itself would have no fiscal impact. Any fiscal impact would depend on the enabling legislation and the ensuing agreements between the state and the Indian tribes.

Local Government Impact

No fiscal implication to units of local government is anticipated.
