LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 4, 2005

TO:
Honorable David Swinford, Chair, House Committee on State Affairs

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HJR13 by Branch (Proposing a constitutional amendment to require each house of the legislature to take a record vote on final passage of a bill and to publish the record vote on the Internet.), As Introduced

Both the House and the Senate estimate there would be some costs to publish record votes, but neither can quantify the costs.

The cost to the state for publication of the resolution is $66,497.

The joint resolution requires a record vote by either house of the legislature on final passage of a bill including votes on concurrence of the other house's amendments and votes on the adoption of conference committee reports. Record votes shall be published in the journals of each house and on the Internet or accessible successor electronic communications system.

Local Government Impact

No fiscal implication to units of local government is anticipated.
