LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 4, 2005

TO:
Honorable David Swinford, Chair, House Committee on State Affairs

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HJR27 by Naishtat (Proposing a constitutional amendment to require a house or committee of the legislature to take a record vote on certain legislative measures and actions.), As Introduced

Both the House and the Senate estimate there would be some costs to publish record votes, but neither can quantify the costs.

The cost to the state for publication of the resolution is $66,497.

The joint resolution requires a record vote by either house of the legislature or committee of either house on approval or disapproval of a bill, joint resolution, amendments or substitutes, appointment or election of a legislative officer or other public official, or the confirmation of an appointment to public office. Record votes shall be published in the journals and committee minutes of each house and on the Internet or accessible successor electronic communications system.

Local Government Impact

No fiscal implication to units of local government is anticipated.
