No fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $66,497.


The resolution would propose a constitutional amendment to Article VIII of the Texas Constitution to authorize the Legislature to impose ad valorem taxes for elementary and secondary public free school purposes on all taxable property at a rate not to exceed $0.75 for each $100 of taxable value.  In addition, the resolution would allow the Legislature to authorize a school district to impose an ad valorem tax at a rate not to exceed $0.25 for each $100 of taxable value for the maintenance of the public schools in the district.  A school district could also be authorized to impose an ad valorem tax for the purpose of providing an enriched educational program.

The Legislature would also be authorized to pass laws for the creation and management of junior college districts and for the imposition of ad valorem taxes in those districts.

The proposed amendment alone would have no fiscal impact on the state or units of local government.
