LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

May 20, 2005

TO:
Honorable Tom Craddick, Speaker of the House, House of Representatives

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
HJR87 by Farabee (Proposing a constitutional amendment relating to the membership of the State Commission on Judicial Conduct.), As Passed 2nd House

No significant fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $66,497.

The State Commission on Judicial Conduct estimates a fiscal impact of $5,500 in fiscal year 2006 and $5,000 every year thereafter for travel and other operating expenses related to the passage of House Joint Resolution 87,which adds one constitutional county court judge and one citizen to the Commission.  Additionally, the agency anticipates a cost of at least $12,000 for expenses related to expanding its accomodations for 2 additional commissioners.  It is assumed that the annual costs associated with the implementation of this provision could be absorbed within the agency's existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
