No significant fiscal implication to the State is anticipated.

The bill would authorize the commissioner of education to establish a program to provide incentives to providers of early childhood care and education that provide coordinated services with prekindergarten and Head Start programs.  The bill does not specify the type of incentive. If financial incentives are provided, annual costs of an estimated $1.0 million could be incurred.

The bill would require the State Center for Early Childhood Development and the P-16 Council to develop and adopt a voluntary school readiness certification system by September 1, 2006.
