No significant fiscal implication to the State is anticipated.

The bill would require the Executive Commissioner of Health and Human Services Commission to appoint an 11 member advisory committee to advise the Commission on rules and policies related to indigent health care.  The bill specifies that the membership shall consist of four consumers or persons representing consumers, and seven other representatives. The bill states that Government Code Chapter 2110 provisions relating to size and composition of advisory committees does not apply. 

The bill has an effective date of September 1, 2005.
