No significant fiscal implication to the State is anticipated.

The bill would prohibit a person from erecting on off-premise sign that is adjacent to and visible from a road or portion of a public road located in certain counties and outside corporate limits or the extraterritorial jurisdiction of a municipality, if designated by order of the commissioners court of the county in which the road is located. A county would have to provide written notice to the Texas Department of Transportation (TxDOT) of its order to prohibit off-premise signs along the applicable roads. The provisions of the bill would only apply to a county that has a population of 300,000 or more; a county adjacent to a county with a population of 300,000 or more; or a county with a population of 45,000 or more and has an international border.

The bill would take effect September 1, 2005.

Based on the analysis of TxDOT, it is assumed any duties and responsibilities associated with implementing the provisions of the bill could be absorbed within existing resources.
