No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to allow a person to access, use, compile, or maintain a database of electronically readable information on a driver's license, commercial driver's license, or personal identification certificate if it is for law enforcement purposes, government purposes, or to establish the identity of a voter.  The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house.  If the bill does not receive the vote necessary for immediate effect, the bill takes effect September 1, 2005.

No significant fiscal implication to units of local government is anticipated.
