No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Environmental Quality (TCEQ) to develop rules to require persons who generate, collect, convey, transport, process, store, or dispose of sewage sludge, water treatment sludge, domestic septage, chemical toilet waste, grit trap waste, or grease trap waste to keep records and use a uniform manifest as prescribed by TCEQ rule to ensure that the waste is transported to an appropriate processing, storage, or disposal facility. Although there would be some staff costs to the TCEQ associated with rulemaking, developing the uniform manifest, and monitoring compliance as well as costs associated with supplying manifest forms. However, these costs are expected to be absorbed using existing agency staff and resources.
