Fiscal Analysis

The bill requires the business permit office in the Trusteed Programs Within the Office of the Governor, Economic Development and Tourism Division, to establish and maintain a website accessible on TexasOnline that enables a person to obtain and electronically submit a comprehensive permit application and a common permit application. The bill also requires that the website provide information regarding the status of a person's business permit application and links to Texas Business and Community Economic Development Clearinghouse and the Comptroller’ Office.

 

The bill requires the business permit office to develop a common permit application that is based on information that is generally required on permit applications. The business permit office is also required to create a database of the information submitted on the common permit application and make such a database accessible to certain state agencies.


Methodology

Currently, the contractor for TexasOnline services, BearingPoint, would cover the costs for the development of the online permit applications. However, this would delay total cost recovery for BearingPoint and delay the percentage increase in the State’s share of revenue generated from TexasOnline.

 

Section 3 of the bill requires the business permit office to develop a common permit application and create a database. This would result in a cost of $104,349 per fiscal year for salaries, benefits, and travel costs for an additional Program Administrator and Information Specialist at the Office of the Governor.

Local Government Impact

No fiscal implication to units of local government is anticipated.
