The bill would amend the Transportation Code to make it an offense for persons under 18 years of age, during the six-month period following issuance of a driver's license, to use a telephone while operating a motor vehicle. The bill would also make it an offense for a person under 17 years of age who holds a restricted motorcycle license or moped license, during the six-month period after being issued the license, to operate the motorcycle or moped while using a telephone. The Department of Public Safety indicates that officers will need to be trained concerning the new law; however, the training can be done within existing resources.
The bill would take effect September 1, 2005.
