No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code as it relates to the display of a license plate on a motor vehicle.  Section 1 of the bill would amend the criteria for an offense if a person attaches to or displays on a motor vehicle a number plate or registration insignia.  Section 2 of the bill would expand the items subject to inspection as a prerequisite for issuance of a vehicle inspection certificate to include license plates.

The bill would take effect September 1, 2005.
