No significant fiscal implication to the State is anticipated. 

The bill would require local health authorities or other organizations operating disease control programs authorized by the bill to submit annual reports to the Department of State Health Services (DSHS). It is assumed that any costs to DSHS associated with implementing the provisions of the bill would be absorbed within the agency's existing resources.


Local Government Impact

No significant fiscal implication to units of local government is anticipated. The bill would allow local health authorities or organizations that contract with local governmental entities to establish disease control programs that include needle/syringe exchange and other services. The bill would also allow local health authorities to charge participants a fee for needles/syringes received to offset the costs associated with purchasing these items.

Local health authorities or other organizations operating disease control programs authorized by the bill would incur minimal costs to prepare the annual reports submitted to DSHS regarding the effectiveness of the programs and their impact on reducing the spread of communicable diseases, including HIV, Hepatitis B, and Hepatitis C.
