LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 79TH LEGISLATIVE REGULAR SESSION

March 4, 2005

TO:
Honorable Todd Staples, Chair, Senate Committee on Transportation & Homeland Security

FROM:
John S. O'Brien, Deputy Director, Legislative Budget Board

IN RE:
SB129 by Barrientos (Relating to certain exceptions to the requirement that the operator of a motor vehicle operated on a turnpike project pay the proper toll or the full amount of the toll.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would except authorized emergency vehicles, a school bus transporting students to or from a public school, or a vehicle owned or operated by a public transit agency from the requirement to pay a toll on a toll road operated by a regional mobility authority (RMA). In addition, the RMA would be authorized to either waive or reduce the toll for vehicles owned or operated by a public transit authority.

Local Government Impact

An RMA would receive less revenue as a result of implementation of the provisions of the bill; however, that amount is not expected to be significant. Conversely, local governments that operate emergency vehicles, school districts, and public transit agencies and authorities would experience a corresponding savings as a result of not having to pay the toll.
