No fiscal implication to the State is anticipated.

The bill would authorize the Texas Department of Transportation (TxDOT) and a regional mobility authority (RMA) to waive or reduce the toll imposed on any vehicle or class of vehicles being driven on a turnpike project. The bill would take effect September 1, 2005.

According to TxDOT, because the decision to waive or reduce tolls would be determined prior to issuance of bonds and because the agency already has authority to waive or reduce tolls, provisions of the bill would have no fiscal impact on the agency.


Local Government Impact

Depending on the terms of a bond covenant and the level of waivers or reductions an RMA may choose to authorize, the RMA could experience a reduction in otherwise potential revenue. The amount would vary by RMA.
